Review of the 25 Year Strategic Plan for the GBRWHA (D2.5b)

The 25 Year Strategic Plan for the Great Barrier Reef World Heritage area was published in 1994 and included agreement by the Stakeholders to a review process at five-yearly intervals. This is the first such review; the purpose is to update and further develop the Plan. The review aims to identify: progress made toward 5- and 10-year objectives; perceptions of the ongoing relevance and utility of the Plan; stakeholder interest in participating in a formal process to update the vision, objectives and strategies of the Plan; and stakeholder perceptions of how the Plan could have been better structured or implemented. The 25 Year Plan is the major strategic planning document for the GBRWHA and the Review will provide direction for the future use and/or redevelopment of the Plan and its application in strategic planning by stakeholder organisations. The review also provides the opportunity to provide some data on the effectiveness of the 25 Year Plan as an approach to facilitated joint planning among a group of stakeholders diverse in their goals, objectives, values and operations.

Objectives

  • Review the progress made by various stakeholders toward the 5- and 10-year objectives of the plan.
  • Review stakeholder perceptions of the ongoing utility, relevance and achievability of the objectives and timelines.
  • Assess stakeholder support for a formal review of the vision, objectives etc.
